Examining the Growing Housing Problem in Douala; the Economic Hub of Cameroon

Douala is no doubt the economic hub of Cameroon and home to the largest port in Central Africa. It serves as the economic capital of the entire CEMAC region covering Gabon, Congo, Chad, Equatorial Guinea, Central African Republic and Cameroon. Its major international airport, Douala International Airport (DLA) and seaport handles almost all exports and imports and plays a key role in the economic development of Central Africa. Douala also hosts about 75% of Cameroon’s companies, generates over 60% of the total GDP and accommodates an estimated 3 million inhabitants. A number that is rapidly increasing.

Within this framework, the Cameroonian government aims at boosting the competitiveness of Douala and its metropolitan area, making the city more receptive to foreign investments and creating better infrastructural developments, through the following strategies:

Enhance and boost the attractiveness of Douala and its surrounding towns

Develop and implement strategies to improve working conditions, and facilitate the city’s emergence as a competitive sub-regional economic stronghold. Becoming a pacesetter and transforming the way business is done in Central Africa by attracting investors and promoting new businesses and service providers.

Improve and provide good governance for urban Douala

Improve and set a good standard of living for Douala, especially its low-income populations, including but not limited to providing suitable housing and ensuring greater land tenure security.

Rural-urban migration is relatively high in Cameroon with locals and foreigners, usually, from the West African region flocking to the major cities like Douala and Yaoundé in search of better economic opportunities. Unfortunately, this mass movement puts immense pressure on the housing sector. The consequences of which are the prevalence of low-quality houses, further escalated by the high cost of building materials. There are very few exceptions, which are the high-class residential areas that cost a fortune to live in.

To resolve the poor housing conditions, the government initiated the Olembe Low-Cost Housing Scheme. A project that started in 2012 with the construction of 660 housing units in Mbanga-Bakoko, Douala and another 660 apartments in Olembe, Yaoundé. By April 2017, the project was officially completed. A total of 1675 apartments were open for sales against over 2,000 submitted applications. About 800 housing units have been sold, costing between FCFA 19,587,750 to FCFA 22, 314,250 per unit.

Although this housing project spearheaded the government’s attempt in resolving the housing crises in Cameroon, there’s still a lot to be done.

There are also concerns about the qualification for sales of these apartments and the living conditions, questioning the availability of pipe borne water, electricity and security.
